Annual Subscriptions for Paid Apps?

I have developed an app for apple.  Does Apple allow an annual subscripton for paid apps. i.e.  $4.99 annually with automatic renew?

No. You must provide an app with some functionality, either paid or free. Then, if you want to provide additional functionality, you can do that through in-app purchase, using a subscription if you want.
